    How this Maple 8 investor is taking charge of employee wellbeing

    HR executive at BCI explains what led them to be a leading winner of Dialogue’s “Healthiest Workplace Award”

    One of Canada’s Maple 8 pension fund investors is being recognized among plan sponsors and HR leaders for their adoption of a healthy, supportive workplace.

    With over $250 billion in assets under management and a global staff of 800-plus, British Columbia Investment Management Corporation (BCI) might be best known for its performance in the capital markets and as a Canadian pension fund investor. Now, they’re adding Dialogue’s Healthiest Workplace Award” to their list of accomplishments.

    Norine Hale describes their employee value proposition and “performance with purpose” as what’s setting them apart.

    “Most of our employees feel they do meaningful work,” acknowledged Hale, executive vice president of human resources at BCI. “You’re not managing private wealth funds. You’re providing futures for public sector pensioners. We’ve always prided ourselves on pushing boundaries and trying to adopt a philosophy of continuous improvement in our organization as well as striving for world class – that applies to how we care for our people too.”

    Hale emphasized that Dialogue’s recognition of BCI reflects the organization’s focus on employee wellbeing and benefit innovation, particularly when recruiting talent across its global offices. To remain competitive and address local healthcare gaps, Hale explained that BCI rolled out virtual health services through Dialogue in Canada, providing both medical and mental health support.

    To accommodate diverse needs, BCI embedded flexibility into its benefits design. Hale noted the company has added a scaled healthcare spending account where a single employee receives $3,000 annually, couples get $3,500, and families receive $4,000.

    Hale explained employees also receive a wellness allowance covering not only fitness programs and equipment but also home office equipment. Employee feedback and active listening has played a vital role in shaping these offerings and BCI tracks sentiments closely through regular engagement surveys, explained Hale.

    BCI supplements that personal support with regular educational sessions, like lunch-and-learns, and one-on-one meetings, particularly in its smaller global offices like New York and London.

    Beyond presentations, BCI hosts wellness fairs that bring in professionals like nutritionists, physiotherapists, and massage therapists to engage directly with staff. Employees also have access to an extensive digital resource hub via the company’s intranet, noted Hale.

    “We’re trying to take some of that stress off because we understand that the more you support your employees, the more they’re going to be able to focus on their work with peace of mind,” emphasized Hale. “We’re always looking at the data to see what’s working and what’s not, then tweaking around the edges,” she said.

    Hale highlighted that BCI places significant focus on both its benefits and compensation structure, designing them to reinforce alignment between employee performance and client expectations.

    “We also have quite a generous incentive pay program tied to the investment performance of our clients,” she said, emphasizing that staff are directly motivated to contribute to strong client results because their own compensation is affected.

    Candidates are made aware of the firm’s approach to compensation and support early in the hiring process, Hale explained, adding these discussions start well before orientation, although benefits are formally covered from day one.

    She added that BCI strives to deliver equivalent support across its global offices. While replicating the local BC pension structure outside Canada isn’t possible, “we’ve designed comprehensive benefits packages specifically for the US and the UK,” she noted, including comparable vacation and healthcare spending allowances.

    The numbers suggest these initiatives are paying off. Notably, BCI has been named one of Canada’s Top 100 Employers and Top Family-Friendly Employers for six consecutive years.

    This year, they added a new recognition: Canada’s Top Employer for Young People. Hale credited that to their “campus program” and a robust pipeline of co-op placements for students.

    When asked what flexibility means for BCI, Hale highlighted its “Work from Anywhere” program that allows staff to log in from anywhere in the world for up to four weeks per year.

    “People can travel or visit out-of-town friends and family while still working so they don’t have to use their vacation all at once,” noted Hale.

    But she’s also quick to emphasize that these perks mean little if employees don’t know how to use them, underscoring the importance of education of workplace benefits early on and often.

    For other HR leaders and plan sponsors seeking direction, Hale urges plan sponsors and HR leaders to view employee benefits as a critical investment rather than a cost.

    “To me, it’s money well spent,” she said. “I really believe that if you take care of your employees, they’re going to give back tenfold for that.”

    The same goes for training and development, she noted.

    “We invest a lot in our people because we want employees to grow with us. We don’t want them to come and get their two or three years of experience and leave,” she added. “Our retention rate is showing that’s working, and I think it’s something to be proud of.”

    Victoria, British Columbia – British Columbia Investment Management Corporation (BCI) has been selected for the first time as one of Canada’s Top Employers for Young People. The recognition is part of Canada’s Top 100 Employers produced by Mediacorp Canada Inc., which has named BCI one of Canada’s Top 100 Employers for the last six years.

     As BCI continues to drive sustainable growth on a global scale, investing in the next generation of world-class professionals is essential. Over the years, BCI has expanded its co-op and intern program, hiring students and recent graduates from across the country year-round. In 2024, 175 co-op students and interns completed 227 work terms across the organization. The program provides hands-on work experience alongside opportunities to build connections and learn new skills. Since the program’s inception, over 136 co-op students and interns have transitioned into full-time roles.

    In addition to the co-op and intern program, BCI offers various development and leadership opportunities to help young employees build their professional skills, networks, and confidence. BCI offers a mentoring program, subsidies for professional accreditations and development, and a wealth of training opportunities to help early-career professionals discover their passions and hone their skills.

    Norine Hale, Executive Vice President of Human Resources, reflects on how BCI’s commitment to people and culture has contributed to being named one of Canada’s Top 100 Employers six years in a row.

    Q1: Strong values alignment between an organization and its employees is a hallmark trait of a top employer. What drives BCI employees’ passion and commitment to living BCI’s values?
    NH: I believe that our employees take the BCI value of Clients First very seriously. Most of the assets we manage are for pension funds that count more than 740,000 British Columbians as their beneficiaries. Our employees’ work contributes to paying pensions for retirees’ who spent lengthy careers as police officers, bus drivers, nurses, or teachers. Honestly, I can get a little emotional when I think about that and how important it is to safeguard and grow the investment funds to support these pensions. Our people are committed to Clients First and live BCI’s additional values, knowing their day-to-day decisions will impact these individuals, their families, and their communities. We take pride in our performance for both pension and non-pension clients, recognizing it as a powerful instrument for positive change and the greater good.

    Q2: Top employers are known for constant improvement. What approach does BCI take to growth and development?
    NH: BCI is a hub of exceptional and diverse individuals ready to share their knowledge and expertise. We prioritize learning and development through various programs and initiatives such as tuition reimbursement and in-house training, as well as establishing career pathing to ensure clear avenues for our employees to grow their careers with BCI.

    Our co-op program provides hands-on work experience for people just starting their careers. It’s been an incredible talent pipeline and an opportunity for our employees to share and refine their knowledge through training post-secondary students and recent graduates.

    We also encourage informal learning through mentorship, lunch and learns, and knowledge-sharing initiatives like our investment and public speaking clubs. People are willing to share what they know, making knowledge exchange probably the greatest source of learning here at BCI. Employees are encouraged to take the time for valuable informal discussions, and coffee chats are a key part of our culture. We really try to inspire curiosity, and I think employees know that. The people who are successful at BCI are curious. They’re the ones asking questions, listening and learning from each other.

    Q3: Curiosity and innovation usually go hand in hand. Can you share how BCI fosters innovation?
    NH: Innovation is one of the three strategic ambitions we established in our current business plan, and we are proud to encourage employees to be creative and support their efforts to innovate. This year we created an innovation council and ran an internal event called ‘The Innovation Bull Pen’ where employees pitched their ideas. We were also one of just 10 Canadian companies that participated in the Early Access Program for Microsoft Co-pilot and became early adopters of this AI tool. At our last town hall, we brought in an amazing speaker to inspire our employees and reinforce that innovation isn’t limited to technology. Innovation is about developing fresh ideas and approaches – it’s a mindset.

    Since joining BCI more than 10 years ago, our CEO/CIO, Gordon J. Fyfe, has emphasized the importance of innovation and led by example. He took BCI from a ‘plain vanilla’ investment manager to an active, global investment manager that has a well-diversified lineup of investment strategies. So, while innovation with “capital letters” is new this year as part of our latest business plan, we have been at this for a while. I’ll add that “small i” innovation is essential too. Innovators aren’t just those coming up with the big ideas, innovation also occurs when people find incremental improvements in their day-to-day work. While these may seem small, these improvements can have exponential impacts. Being innovative is a journey without a final destination, and we’re continuing on this road to ensure we can maintain our commitment to deliver for our clients.

    Victoria, British Columbia – BCI is proud to be named as one of Canada’s Top Family-Friendly Employers for the fourth consecutive year, offering employee programs with robust benefits and flexibility, including for working parents.

    “I’m incredibly proud BCI has once again be recognized as one of Canada’s Top Family-Friendly Employers,” said Norine Hale, BCI’s executive vice president, human resources, “At BCI we have tried to develop and evolve programs that are able to meet the needs of our employees. We recognize flexibility is key to enabling our employees to meet both their professional and personal requirements.”

    Employee wellness at BCI is a priority, and we are proud to support parents with a comprehensive leave program including, pre-leave meetings to discuss leave options, financial considerations, government and BCI benefits, planning for pension purchase options, and leave entitlement calculations for before and after the parental leave. Meetings help ensure parents can make a well-informed decision on how to best plan the leave for themselves and their family. As the return-to-work date approaches, early communication and planning with employees on parental leave is key to ensure the returning parent has a smooth transition back to the office, including the potential for a phased return to work plan.

    Parents receive generous leave top-up payments, 85 per cent of salary for up to 52 weeks for maternity and parental leaves, and 85 per cent of salary for up to 36 weeks for fathers and adoptive parents.

    “Employees are instrumental to the success of BCI and our clients. When you support their work/life balance with flexible options that empower each parent to make choices that best suit their needs, and that of their family, everyone benefits,” said Hale.

    Maintaining a supportive work environment that prioritizes physical, mental, and social well-being was more important than ever during the COVID-19 pandemic. It is an honour to be continuously recognized as a top employer over this challenging period.

    For BCI to deliver on our strategic commitments we require a highly sought after, specialized workforce. Focusing on our talent and creating programs that are meaningful to employees has been crucial to building and retaining a world-class team of investment and technical professionals.     Coming out of the pandemic, BCI implemented a thoughtful, people-centric approach to ensure a smooth transition back to the office. A working committee, along with employee feedback, developed and led a multi-phased return to office program that allowed teams to make the necessary arrangements professionally and personally to return to office-based work after nearly two years working remotely. Hybrid working arrangements with three days onsite and the option to work two days remotely was the final phase of the program. The move to hybrid work was a success and BCI has adopted an indefinite hybrid work environment.

    BCI supports access to education that empowers youth and adults to build foundational financial skills, as well as gain exposure to the possibility of a career in finance. Together with its employee-led financial literacy committee, who champion volunteerism and opportunities that address systemic gaps in financial education, BCI has partnered with JABC on the More Than Money program for its focus on elementary-age learners across British Columbia.

    The More Than Money program aligns with British Columbia’s school curriculum and supports teachers’ learning outcomes in math, languages, and career and life education. Through games and interactive methods, students learn the basics of money management, personal banking, earning income, business planning, and responsible use of credit. It was first piloted in the 2017-18 school year with 70 program deliveries. For the current school year, JABC’s goal is to increase this to nearly 200, with 70 sessions in Indigenous communities alone.

    BCI’s sponsorship funding reflects its commitment to financial literacy as a community focus area and builds on the growing involvement of staff. Since 2014, more than 60 employees from across BCI have volunteered to deliver over 100 programs with JABC, empowering an estimated 2,600 students, and the partnership continues to expand. Earlier this year, BCI supported JABC to offer more programs taught by Indigenous volunteers to students in Indigenous communities. For Financial Literacy Month this November, JABC and BCI’s financial literacy committee are bringing the classroom to the boardroom by hosting a full day on-site financial literacy program for two grade eight classes. Students will learn from professionals at BCI’s head office in Victoria, British Columbia, and develop critical skills related to spending, saving, and investing.

    BCI moved into Phase 4 of our Return-to-Office (RTO) plan. This marks the transition of all employees back to the Victoria and Vancouver offices.

    Returning to the office for Phase 4 supports our hybrid working model to allow employees to maintain a flexible work schedule (working a minimum of three days in the office per week, and the rest from home). On average, most employees worked three days a week in the office during the first three phases.

    BCI continues to comply with the WorkSafeBC occupational health and safety guidelines. This includes transitioning from a COVID-19 Safety Plan to a Communicable Disease Prevention Plan on April 8, 2022.

    BCI has taken the necessary steps and introduced the health and safety protocols that will help keep our employees, their families, and our communities healthy.
