    Tony Payne

    Senior Vice President, Technology & Innovation and Chief Technology Officer

    Location: Victoria

    Tony Payne joined BCI in February 2020. In his role leading technology and innovation, Tony is focused on fostering strategic partnerships across BCI. This includes projects around digital transformation, the future of business technology, and innovation powered by digital capabilities, including machine learning and artificial intelligence. With $295 billion of managed assets as of March 31, 2025, BCI is one of Canada’s largest institutional investors within the global capital markets.

    Prior to joining BCI, Tony spent over 20 years leading and evolving technology departments and teams, and helping organizations evolve in their digital transformations. Tony has experience across multiple industries from financial services, engineering, hospitality, and gaming, to investment management. His career spans technology, audit, and business operations.

    He holds an ICD.D from the Institute of Corporate Directors and is a Chartered Professional Accountant. He has an MBA and bachelor’s degree in computer science from the University of Pretoria, South Africa.

    Tony serves on the South Island Prosperity Partnership Board of Directors. He also has extensive experience as a Director on both public and private company boards and has held the positions of Board Chair as well as Chair of governance and finance committees.

    Jeremy Trickett

    Executive Vice President, Legal Affairs & Chief Legal Officer

    Jeremy joined BCI in 2023. As Chief Legal Officer, he leads BCI’s legal and compliance departments, including enterprise-wide responsibility for supporting transactional, investment, and operational activities. With $295 billion of managed assets as of March 31, 2025, BCI is one of Canada’s largest institutional investors within the global capital markets.

    Prior to joining BCI, Jeremy served as Senior Vice President and Chief Governance Officer at Great-West Lifeco Inc. and held progressively senior roles at BMO Financial Group, drawing upon his extensive international private practice experience as a Securities Lawyer at Clifford Chance LLP and Stikeman Elliott LLP.

    Jeremy holds an honours BA, JD, and an LLM, and is a member of the law societies of British Columbia, Alberta, Manitoba, Ontario, and England and Wales.

    Jordan Anderson

    Managing Director

    Jordan Anderson joined BCI in 2011. BCI manages $295 billion in assets as of March 31, 2025, making it one of Canada’s largest asset managers. Jordan is part of the senior team in a global infrastructure investment program worth $32.2 billion.    

    Prior to joining BCI, Jordan worked for 8 years as an investment banker with TD Securities.  He is a CFA charterholder, alumni from INSEAD and the University of Victoria, and holds the Institute of Corporate Directors director designation.  

    Jordan sits on the infrastructure group’s Investment Committee, leads the team’s digital infrastructure, Latam, and Australia focus areas, and currently serves as a Director on the Boards of Transelec (Chile’s largest electricity transmission company), Endeavour Energy Holdco (50.4% owner of a large electricity distribution company in Sydney, Australia), and Linx Cargo (an Australian diversified bulk and automotive logistics company).

    Vincent Bouchery

    Senior Principal

    Location: Victoria

    Vincent Bouchery joined BCI in 2021 as a Principal within the Infrastructure & Renewable Resources Department. Based in Victoria, he is responsible for sourcing, executing, and managing infrastructure investments. With $295 billion in assets under management as of March 31, 2025, BCI is one of the largest asset managers in Canada, including $32.2 billion managed by the I&RR team.  

    Vincent brings 15+ years of finance and infrastructure experience, including 7+ years focused specifically on infrastructure investing with particular expertise in transportation. Prior to joining BCI, he spent a decade at Groupe ADP (Aéroports de Paris), the operator of Paris’s major airports, where he held several senior positions within the organization. His roles included leading the Investor Relations department at the headquarters in Paris and most recently leading business development efforts in North America from the New York office.  

    Vincent holds a Master of Finance degree from Audencia Business School in Nantes, France.  

    Currently, Vincent serves on the board of the Canada Line, a rapid transit system in Vancouver. He is also part of the Asset Management teams covering Reden Solar, a French-based independent producer of photovoltaic renewable energy, and BBGI Global Infrastructure S.A., a Luxembourg-based company focused on P3 projects in developed markets.

    Kelly Chaplin joined BCI in 2001. He oversees the private equity department’s fund activity including primary fund commitments and secondary sales, as well as select co-investments. His team manages over 50 fund manager relationships, including buyouts, growth equity, special situations, and other strategic fund relationships. With $295 billion in assets under management as of March 31, 2025, BCI is one of the largest institutional investors in Canada.

    Kelly obtained his bachelor of arts and master’s in economics from the University of Victoria and completed his CFA® designation.

    Kelly represents BCI on many limited partner advisory committees (LPACs) across the private equity funds portfolio.

    Jennifer Coulson

    Jennifer Coulson joined BCI in 2012. She oversees a team of multidisciplinary professionals integrating environmental, social and governance (ESG) across all asset classes; engaging with companies to manage ESG risk; developing public policy submissions on ESG matters of broad relevance to the investment industry; and overseeing the proxy voting program.

    With $295 billion of managed assets as of March 31, 2025, British Columbia Investment Management Corporation (BCI) is the provider of investment management services for British Columbia’s public sector and one of the largest asset managers in Canada.

    Prior to joining BCI, Jennifer worked in the financial services industry for almost 25 years, beginning her career in the mutual fund business working for a national firm that specializes in responsible investing solutions. Jennifer has an undergraduate degree in Environment & Resource Management from the University of Western Ontario as well as a Masters in Environmental Studies from York University. She has attained the Institute of Corporate Directors designation (ICD.D) and is Chair of the Vancouver Island Chapter of ICD.

    She chairs the Investor Group of the 30% Club of Canada which promotes diversity across corporate Canada. Jennifer volunteers her time mentoring young professionals as part of the Investment Advisory Committee for the University of Victoria Student Investment Fund; is a member of St. Paul’s Hospital Foundation Investment and Finance Committees; and a Director on the board of Science World.

    Mel is currently Director, ESG at BCI where she focuses on ESG strategy and integration within BCI’s Infrastructure & Renewable Resources (I&RR) portfolio, including in due diligence, asset management, engagement with portfolio companies, and portfolio monitoring. Mel is also part of I&RR’s Investment Committee. With $295 billion of gross managed assets as of March 31, 2025, BCI is one of Canada’s largest institutional investors within the global capital markets, $32.2 billion of which is managed by the I&RR team.  

    Prior to joining BCI, Mel was Vice President, Climate Change, Resilience & Sustainability at WSP Canada, leading a national sustainability and climate advisory practice providing services across a range of sectors, including financial services, infrastructure, industry, real estate, and government.  Prior to WSP, Mel was a Principal at SSG, leading the delivery of several decarbonization and climate resilience plans for cities in Canada, including Toronto and Halifax.   

    Mel holds a Bachelor of Engineering, a Master of Planning, and PEng (Professional Engineer) and PMP (Project Management Professional) designations.

    Samir Dhrolia

    Location: London

    Samir joined BCI in December 2016 and is currently Senior Managing Director and responsible for BCI’s Global Derivatives, Trading and Indexing (DTI) comprising of over $35 billion in passive investments. In addition, he is responsible for BCI’s securities financing program. He is based in BCI’s London office extending our DTI and securities financing coverage into the United Kingdom, Europe, and Asia. With $295 billion of managed assets as of March 31, 2025, BCI is one of Canada’s largest institutional investors within the global capital markets.

    Prior to joining BCI, Samir held Head of Derivative Trading positions at HSBC, Goldman Sachs and Merrill Lynch. A Toronto native, he spent over 15 years internationally in New York, London, and Asia, and has made London home once again.

    Samir graduated from the University of Waterloo and holds certifications in Business and Contract Law from Harvard University.

    Jerry Divoky is a Senior Managing Director in the Infrastructure & Renewable Resources (“I&RR”) group with the British Columbia Investment Management Corporation (“BCI”) in Victoria, Canada. BCI is one of Canada’s largest institutional investors with $295 billion in assets under management as of March 31, 2025, $32.2 billion of which is managed by the I&RR team.  

    Jerry joined BCI in 2004 and is responsible for sourcing, executing, and managing private direct infrastructure investments globally, with a focus on utilities, transportation, and energy. 

    Jerry has over 30 years of experience in finance. Prior experience includes 10 years in energy and banking in Europe, with a focus on the acquisition of energy infrastructure.  

    Jerry holds an MBA from the University of British Columbia, a B.Sc. Economics from the University of Victoria, attended the INSEAD Advanced Management Program, is a CFA charterholder, and has completed the ICD Directors Education Program.   

    Jerry currently serves on the boards of Puget (North America), Pacific National (Australia), GasNet (Czech Republic) and National Gas (United Kingdom). He has held prior directorships at Global Container Terminals (North America), Transelec (Chile), Endeavour Energy (Australia), Dalrymple Bay Coal Terminal (Australia), Isagen (Colombia), NTS (Brazil), and Arteris (Brazil).

    David Dobell

    David Dobell joined BCI in May 2018 and is currently the Senior Managing Director of Active Equities and the Partnership Portfolio. With $295 billion of managed assets as of March 31, 2025, BCI is one of Canada’s largest institutional investors within the global capital markets.

    Prior to joining BCI, David was Principal & Director of Credit Strategies at Titan Advisors from 2015-2017. He also co-founded Saguenay Capital, an alternatives investment management firm focused primarily on hedge funds where he worked from 2000-2015 when it was acquired. Previously, David held a variety of managing roles in London, Zurich, and New York at Bankers Trust, Merrill Lynch, and Deutsche Bank. He has over 35 years of capital markets experience and over 20 years of experience with absolute return strategies.

    David received a Bachelor of Commerce degree from Queen’s University and an MBA from the University of Western Ontario.

    David holds a board emeritus position at the Julia Andrus Dyckman Memorial, an organization that cares for over 4,000 children in the metro New York area that suffer from severe mental illness, trauma, and abuse.
